His criminal career began during the Salinas administration when he joined CISEN. During Zedillo's term, he became part of the Federal Preventive Police, a military brigade combined with CISEN elements that assisted the Federal Highway Police.

Under Fox, he restructured the Judicial Police, and the then Attorney General of the Republic, Rafael Macedo de la Concha, appointed him Director of Planning and Operations of the new Judicial Police. He was introduced as "the man who would put an end to the corruption within the corporation."

In 2001, the Federal Investigation Agency (AFI) was created, and Fox appointed him as its first head. From that moment, they began spying on López Obrador, his family, and his closest collaborators.

In 2006, Felipe Calderón appointed him Secretary of Public Security. By 2009, he created the Federal Police along with Plataforma México, increasing the number of personnel from 6,000 to 36,000.

In 2013, Forbes magazine included him in a list of the 10 most corrupt men in Mexico after journalist Anabel Hernández had written that he was a strong collaborator of "El Chapo" and Ismael "El Mayo" Zambada.

During the first third of Enrique Peña Nieto's administration, the drug trafficker Édgar Valdez accused him of receiving money from drug trafficking. In 2019, during the #4T period, he was arrested in Texas.

Today, the U.S. Department of Justice is seeking a life sentence for Genaro García Luna, who has already been convicted of collaborating with the Sinaloa Cartel. Prosecutor Breon Peace requested that federal judge Brian Cogan sentence him to life in prison due to the severity of his crimes.

Peace stated that, in exchange for millions of dollars, García Luna facilitated a conspiracy responsible for the deaths of thousands of Mexican and American citizens. "It’s hard to exaggerate the magnitude of the defendant’s crimes, the deaths and addictions he facilitated, and his betrayal of the people of Mexico and the U.S.," the prosecutor said.

Were Salinas, Zedillo, and Fox involved in the scheme? Did Felipe Calderón also receive money from the leaders of the Sinaloa Cartel? Was the war on drugs a comedy by the PAN government to benefit El Chapo?

If Calderón wasn’t part of the scheme (this reporter believes so), then did he not know he appointed a drug trafficker as Secretary of Public Security? Narco or fool—either option makes him an accomplice in this criminal story.
